Deal At The Uppermost Level

TOI says that the Daily Times newspaper
advised that Islamabad could "cut a deal" with New Delhi if it thinks it can influence the choice of the new secretary general

I seriously wonder what would be the purpose of colluding in fielding a person for the Nations Secretary General's post. Does this mean that the UN secretary general can do 'favours' for the countries fielding him?

From what I understand, Pakistan's step could be that, what if i cant get it, I will see to it that you dont get it too. I am not sure if i understand it right though, but the regional consensus spoken about Africa and that not being existant in South Asia makes me think so. Correct me if I am wrong.

@Aks
I am not sure if Pakistan's candidate will cause a split of votes that were to go for the Indian candidate. Also, I'm not sure if regional consensus is required in such an issue.

@Seaman
My question was on how Pakistan would gain visibility by supporting the Indian candidate? Even if they did, how long would that visibility help them?
btw, it seems as if Pak wouldn't collude with India after all. Check http://www.pakistanlink.com/Headlines/June06/19/08.htm
